Enable EVALUATE function for OTBI reporting

Description
We have reporting needs that require us to use the EVALUATE function. Since we do not have access to the RPD and certain columns or formatting is just not available in OTBI, we need this function turned on for a select group of super-users. It is possible that other Fusion Cloud users would also find this beneficial as well.
Please vote to have EVALUATE enabled for certain super-user accounts. We used to be able to do this ourselves by editing the NQSConfig.ini file in the on-prem OBIEE.
Use Case and Business Need
To use database functions that are not available OTBI, which will assist with fulfilling reporting needs.
