Ability to allow Non-BI Admin Users to view History of BI Reports submitted by Other Users

Description

We have a requirement where a specific group of users should be granted access to a set of BI reports and the users should be able to view history of these reports including the runs submitted by other users.

Using Custom Role/Permissions at BI Catalog we are able to control access to the reports, but without BI Administrator role users are not able to view history of runs submitted by other users. 

Use Case and Business Need

We have a group of payroll users who should be granted access to a specific set of Payroll BI reports and the users should be able to view complete history of these reports including the runs submitted by other users. 

Users are not even able to view History of reports related to the HCM Extracts invoked from their individual user accounts. This seems because of the standard user 'fusion_apps_hcm_ess_appid', which is being used to invoke BI Report from the HCM Extracts. 

BI Report History is being used by the payroll users to re-send or validate the Integration output on adhoc basis before sending to downstream systems/external vendors and to resend the files in case of any failures.
