Description
When exporting an OTBI BI Answers client payroll Analysis result to CSV, the last row in the Analysis result does not contain a carriage return character. This causes the McAfee Payroll system to fail, not allowing Incentive compensation commissions to be paid.
On researching MOS we have found an OBIEE 12C Bug (28389680) that has been open since July 2018, that appears to be related. The client environment OTBI version is:

Use Case and Business Need
McAfee Payroll system is expecting an CRLF for all csv files imported as part of monthly payroll.
This is a critical item that needs to be corrected in preparation for the Fusion Incentive Compensation go live implementation
