Description (Required):

For system administration purposes, when user reports that a record is locked, we need to know which record is locked and locked by which user, so that we can let business user coordinate among themselves. To do this, we need to have access to the view v$locked_object. However, according to the Oracle AppsTech, this view is not accessible by customer. Require the view access either by OTBI or BIP data model so that we can make inquiry.

Use Case and Business Need (Required):

To identify the record being lock at the moment and who is locking that record, so that business user can coordinate among themselves on who to process the said record first.
