ICX cookie function to be available for use in OBIEE 12.2.1.4

Description (Required):
We have hit an issue that is preventing us from OBIEE 11.1.1.9 upgrading to OBIEE 12.2.1.4. Our issue has been documented in SRS 3-24805250401, 3-24805240671, 3-27572580051, 3-27710900451, 3-27899695711. Please also refer to Bugs 8326835 and 2691774.
We have integrated OBIEE with EBS using ICX Cookies and have used this with no issue for many years. We have also integrated BI Publisher with OBIEE as the Authorization provider. After upgrade, BI Publisher stopped working and we raised SRs ( referenced above) and also sought help from a Senior Oracle BI Architect (Oracle Consulting). Based on his advice, we created new SQL Authentication provider. This worked during our POC last year but it is not working now. The only way to make this work is by making the user_ids appears twice in the authentication query. This is not something we can pursue.
Our ideal scenario is that we continue to have the ICX cookie function available for use in OBIEE 12.2.1.4. Without this we will be unable to integrate OBIEE and EBS and launch from within EBS.
This is causing severe impact on multiple angles:
1. Extended support expires 31/12/21 - we have received a quote for MDS for 12 months at additional cost.
2. We have a user base and existing solution which no longer will work with 12.2.1.4
3. This is ESR which is part ok UK National Infrastructure
4. This issue affects 500,000 users
