Request to ensure the Agents are able to pick the settings from ATK preferences (global)

Description (Required):
Report that is run manually is returning with one date and time based on the user settings. The same report run with an Agent is returning a different date and time. The time is shifted by 4 hours causing some of the data to be misleading.
Based on conversations with Oracle support, this is an open Enhancement/Bug (27332715). The issue is currently, when you navigate to OBIEE through ATK page, only then FA preferences are passed to OBIEE and hence report reflects the correct value.
If the user access Answers directly using its URL, FA preferences are not passed as there is no global session object initialized. Similarly, agents run independently and currently unable to pick the settings from the ATK preferences(global).
Use Case and Business Need (Required):
Reports need to be scheduled to be sent to users due to high number of records returned on the report. Reports run manually may timeout due to amount of records returned in the results.
