Unable to Install DVML

I installed Oracle DVD successfully but when trying to install DVML it is saying unable to download file even though Internet connection is there and I am able to access the https://oss.oracle.com/ from web browser.

Also, I downloaded the https://oss.oracle.com/DVML/DVML-1.0.0-win.zip but that file does not open.

Could someone guide me on how to get this working.
