Burst Reporting actions to be further defined

Description (Required):

The ability to define which data change scenario prompts a Burst report should be available.

Use Case and Business Need (Required):

Burst reporting currently occurs on all data updates and corrections. In some scenarios Burst reports are only required on Updates. however the option to restrict these notifications is not currently available.

Example for HR - retrospective changes on an employees Transfer row would generate a Transfer notification even though the Transfer was actioned months ago and the notification now is irrelevant.

Enhancement Request / Service Request:

Provide availability of selecting in which scenario a Burst can occur ie Update or Correction not just both
