Ability to create consumer roles without access to schedule reports.

Description (Required): In the current state, there is no way to remove the access for BI Consumer custom roles to schedule reports within the BI Catalog. Inherently, roles that have access to BI Consumer have access to the "Schedule" and "History" options from the More menu on reporting items.

Use Case and Business Need (Required): To support segregation of duties for client application.

Enhancement Request / Service Request: Add or allow a way to limit the access to the Schedule and History options.
