Why dynamic content do not print at the beginning of the working body ?

Hello everybody,
I'm using Oracle Bi Publisher 11G for rendering some reports. I have a report that is very dynamic and that can show or hide many section, if we got any data. My problem is that the last 2 sections, when they are alone do not start at the beginning of the body zone. I can't share the data, but here some example.
