Oracle Fusion OTBI Direct Database Query/Report
Querying Oracle Fusion OTBI feature is being deprecated for CLOUD environment from 19A releases
Creating Reports with Direct Database Query in Oracle Fusion OTBI is being deprecated for CLOUD environment from 19A releases.
Refer Doc ID 2141412.1
Functionality of running Direct Database Requests with a user with BI Administrator role is being deprecated for CLOUD environment from 19A releases. You can meet your reporting requirements using the OTBI Subject Areas rather than Direct Database Requests. Alternatively consider using BI Publisher to meet your reporting requirements.

Is there any reason behind this? We use this tool a lot for development to check/test our queries before turning them into a BI Publisher report, quite annoying.
The usual cloud strategy. "use what's there" - as in the models - rather than "develop your own". Controlled content. Controlled usage.
Hi - just talked to Julian at the Oracle CAB. He mentioned that I should create an idea, so please vote so we can attempt to get this functionality back.
An idea rather than Severity 2 Service Requests pushing for Enhancement Requests? ;-)
I have already created a SR for this issue and a Bug has also been created by Oracle for the same.
Bug 29312131 : BICS - REL13 19A - DIRECT DATABASE QUERY REMOVED FROM ADMIN USER
Looks like Oracle has given some temporary workaround to get back this functionality,
