OBIEE 11.1.1.9 - BI Publisher report with Bar Chart - Hover does not show data

I have created a BI Publisher report with a bar chart however, when I run the report there is no data shown when I hover over the bar graph.

I have now used the interactive view for this report & it works.

None of the online help or guidance mentions this.
