The table properties for Table and Pivot table properties for Data Viewing default is set to "Fixed headers with scrolling content".
Future
Update the configuration in the InstanceConfig.xml file for grid views to have the Content Paging set to true.

Use Case and Business Need
For every table and pivot table that is created, the property needs to be changed in order to see the entire record set. This change will not require the user/developer to change the property each time. This is a time saver and productivity enhancement.
