Unable to view/download images in BIP RTF layout with out Content Administrator Role

Currently,  GET_FILE method is in URL in RTF layout to reference images in UCM (e.g. fusion  PDH  Item definition, which is stored as IMAGE in UCM).  Report output does not show image unless content administrator role is assigned to user.   As this is privileged role, it can't be granted to all users.   There should be a alternative role with lesser privileges (e.g. read only) which can be granted to required users.

Hope this idea/enhancement request can be taken.

Content Administrator role is a not meant to for general business users. Attachment print in reports should be doable without this role.
