‘Transfer Out’ Measure in Worker Assignment Real Time

In the 'Workforce Management - Worker Assignment Event Real Time' subject area, there are measures for Hires, Terminations, and Transfers In. To get a full picture of the movement of workers within an organization, a ‘Transfer Out’ measure is needed.
For example, when examining the existing measures for an individual work unit or department for a given time period, aggregating Hires, Terminations, and Transfers In does not result in the net change in the number of workers for that work unit. With the addition of a Transfers Out measure, both turnover and churn could be better understood.
New Measures: This feature should result in three new measures - Transfer Out Count, Transfer Out Headcount, Transfer Out FTE. This may require new events to be generated in the subject area.
Use Case and Business Need
One of the initial uses we have in mind for this measure is a graphical display in a Line Manager Dashboard, like the one in the image attached below, such that the Period Start and End Headcounts in the chart on the left can be fully accounted for by the event measures on the right - Hires, Terminations, Transfers In, and the requested Transfers Out.
In the first chart from Workforce Trend, 2018 has a Period Start Headcount of 94 and Period End Headcount of 86, or a net loss of 8. In the second chart, for the same work unit in 2018, there are 31 Hires, 25 Terminations, and 14 Transfers In shown. Judging by the current event measures available, one might expect a net gain of 20 in Headcount (31 – 25 + 14), instead of the net loss of 8 shown in Workforce Trend. However, there were also 28 Transfers Out resulting in the net loss of 8. The new measure would enable graphical display of all the relevant worker movement into and out of the work unit.
More details
Currently, it is not possible to use the measures in the 'Workforce Management - Worker Assignment Event Real Time' subject area to account for all of the movement into and out of a given work unit, department, or business unit. Without the additional 'Transfer Out' measure, we cannot evaluate churn within our organization.

Yes! Needed because cannot get a full picture of headcount gains and losses by type.

This suggestion makes perfect sense for headcount tracking. Being able to see the full movement picture will allow for more accurate and robust reporting.
