BI to use application timezone

Description
We have several schedule report jobs running and the only timezone available for these is GMT.
We are now in BST (British summer time) so all these schedules are running 1 hour too late.
The application timezone is BST but this isn't available in the schedule timezone list. If the timezone was available, we would still have to change the report schedules twice a year to deal with the changed timezone.
We want the reports to run at e.g. 11:00am no matter what timezone we're in. The application definately changes between GMT and BST automatically so we want BI to do this too.
We're on Oracle Business Intelligence 11.1.1.9
Use Case and Business Need
Some of our scheduled outputs are used to populate other systems and these updates are all based on the time of the schedule running.
As our schedules are now running 1 hour late, the updates to the other systems is getting missed.
Why can BI not use the application time for scheduling.

Updates to other applications are being delayed because the BI schedules are running at the wrong time.

We are having a similar issue except that if the user changes their timezone the report output is changing the dates based on the user's timezone. The dates in the system should be pulled based on the server/company timezone and not the user's timezone. For example, if an employee was hired on 1/1/2005 in Universal Coordinated Timezone and the user is in Eastern Timezone the report output is showing 12/31/2004. This has caused a lot of issues and visibility to the highest level as our data integrity is now in question. Please vote this for future enhancement!

I have seen this challenge in several reports. It would be great to use the local time on the reports.

It's a shame cloud solution struggles with basic issues such as proper universal timezone handling, we also face them on a regular basis and have to each time implement countermeasures.
