Use .xlsx Excel templates in BI Publisher

Its very unfortunate to see Oracle do nothing about this feature in the last 5-8 years. It has been an ask it seems like they don't want to do it.

This is needed for my company's size (large). Most people work on the analysis in Excel. RTF is suck for the Excel output and only suitable for the Form.

As of now will use the workaround with the RTF Template.

Good to see that this idea is now in a "Planned" status. The referenced ER 24545689 : BI PUBLISHER EXCEL .XLSX TEMPLATE, appears to be very old (2020) based on this post: Update Excel BI Publisher Template to XLSX (Current Excel Versions) — Cloud Customer Connect

The output format should be in xlsx without having to change the output format.
