Create a Pre-Enrollment Validation Formula for Benefits Plan

I have a requirement that needs a validation is the sum of 2 Plan is 5%. But i'm having trouble to find a Fast Formula if the employee is a new hire. because there is only a Post Election Edit which validate only if there is already a plan enrolled.
