Reporting on Commitments for History and Auditing

Need to be able to report on historical commitments (including internal/external and requisitions) at any point in time.
Per research the PJC_COMMITMENT_TXNS is a transitory table and does not keep commitment information once the commitment has been lifted.
Need to find subject area(s) and/or tables can be used to create reports that answer these questions:
What audit tables keep the history of changes to this table (PJC_COMMITMENT_TXNS)?
What were my commitments at the end of last year?
Where do I see the history of commitment transactions?
