I edited a BI Publisher report, but the modification appears only for the user who modified this report.
What should I do to resolve this issue?

Not sure if when you say "modification appears only for the user who modified this report" you mean just one user (the owner) or multiple users updating the report.
If it is just the owner, are you sure that you don't have 2 versions of the report saved to the catalog with same name, one under My Folders and the other one under Shared Folders?
If the report was saved and duplicated as I mentioned above, then it could be possible that you edited the My Folders version. Changes would be reflected only for the owner.

Can you please retest the BI Publisher report with a new copy of RTF Template?
If this is working, then you might need to explore the caching settings.
Note: The image is just an example of the Report properties.
Uncheck everything except User can refresh report data.
Set Caching Duration (minutes) to 0.
