We are in process of upgrade for IDAM stack (OIG, OAM, OID & OHS) along with BI Publisher from 12cPS3 to 12cPS4.
Question - Is Oracle BI publisher 122140 compatible with Oracle OIG 122140 ?

Oracle BI Publisher 12.2.1.3.0 and 12.2.1.4.0 are not interoperable with OIG 12.2.1.4.0.
You have to upgrade to Oracle Analytics Publisher 12.2.5.9.0+.
OIG 12.2.1.4 is certified with Oracle Analytics Publisher 5.9.0+:
