Bi Publisher won't install in Word

Question

I have followed the instructions to install BI Publisher, but I can't get the add on to enable at all.  I have enabled and disabled the add on for my profile.  I have checked the trust center settings to make sure it is allowed. I have tried different versions to see if an older version will work.  I have installed and uninstalled the downloaded file.   The add on is working in excel and I have edited a couple of templates last week in word but I can't get it to work to edit any templates now. I try to select the add in on the COM page but it won't remain selected.  Any help would be appreciated.

Today I had the same problem, but i went to File > Options > Add-ins > Manage: Disabled Items and found that there was an item that I did not remember that I disabled. So I just enabled that item and my problem was solved.

Could you please check if there are any disabled items?

Please, open the word document, then go to File > Options > Add-ins > Manage: Disabled Items.

In the second image you have provided, please select from Manage drop down list "Disabled Items" instead of "COM Add Ins" and confirm if the list is clean.
