I have all roles as BI admin, BI consumer, BI developer.... but still no luck. Who knows what I missed?

As per the screenshot, you are trying to create data set using Analysis report as data source and not able to see Shared folders and sub folders.
Do you see Shared folders when you navigate to Catalog?
Clear the browser cache, try in different browser.
If that doesn't work, try below given steps. Let us know if this works
Clear BI Publisher Object cache and Answers/Analytics metadata cache and test the issue
BIP Cache: Administration > Manage BI Publisher > System Maintenance > Manage cache > Clear Object Cache
Metadata cache: Administration > Manage BI Publisher > Integration > Oracle BI Presentation Services > clear BI Subject Area Metadata Cache
Again clear the browser cache and test the issue.

I tried both options but still not working.
I have all necessary roles and data access as BI admin, BI consumer, and application developers as required by Oracle manual, but I cannot see shared folders still.
Did i miss some configuration?

What is your product and version?
If not OAC, did it ever work before? Is that a new environment? Is that an upgraded environment? What security model is your Publisher using?
What do you see when you login to Analytics, and click on the Catalog
Can you provide the full page screenshot covering browser url to end of the page.
Also copy and paste the Analytics url.

I think this is a Known issue from 24A , as per the document and alternative solution is available.
Please check this document. This looks like similar issue as mentioned below.
Are you able to run the Existing reports based on OTBI analysis created from data model? if the existing reports also having issues then this could be a similar issue. Please check if this is relevant to your product and environment.
