Can you confirm if the Oracle Informatica PowerCenter and PowerConnect Adapters license allows to migrate to Oracle Data integrator at no cost? Otherwise, what are the possible sales scenarios for this migration?

Licensing questions are very complicated, mostly because nobody ever has a standard licensing agreement, they are generally custom tailored on the customer needs and with some special deals.
You should ask your account manager if you want to be sure about your own licensing situation.

I do understand that you just need to understand if, in your migration from OBIA 7 to 11 (I believe these are 2 the versions with Informatica on 7 and ODI in 11), you not only have to do lot of work for the migration or also need to buy extra licenses for ODI.
The issue is that here is mostly a "technical" forum, how products work, more than licensing.
I will say, as @RanaAshutosh-Oracle posted above already, that if you have a valid OBIA license for the version you want to install, then you don't need an extra license. OBIA is a package of a number of products, you do not license individual pieces but they all come with the package OBIA.
I don't have any OBIA license, therefore I can't say if the license is explicitly only for OBIA 7 or OBIA 11. I assume that, like other products, the license allows you to upgrade to a newer version of the product. Therefore the ODI you need in your OBIA 11 is part of you OBIA license.
But still, I would ask your account manager to confirm, because all the OBIA contracts I saw (or better, heard of) were very different and with a number of included freebies and limitations etc.
