Flexibility in filtering inbound records for data augmentation tables

Over the period, the Data Aug tables grow into millions (100s of millions) as we are not able to control/filter the inbound records. Thus, the custom ETL that is going to be built will get slower and slower day by day. As a result, we require the ability to have the following:
- Ability to purge records from data aug tables; specifically for those not used for semantic extensions
- Ability filter inbound records when defining a data augmentation. Similar to capabilities are available in BICC extract definitions
