BI report cannot be restricted with data access set

Hello,

A user without a data access set(where only ledger A is attached) is able to select ledger A as the report's parameter, and view its data as well.

(the user is not attached to the BU, and does not have access to the ledger on GL page)

I have checked the FUN_USER_ROLE_DATA_ASGNMNTS ROLE table, and found a row where this user's GUID was attached to ledger A's access_set_id.

What should I do to not let this user have access to ledger A on BIP?
