How does the HCM - Talent Profile Subject Area work?

I'm trying to use the FAW subject area HCM - Talent Profile Subject area to create a dashboard on Talent Ratings to identify employees who do and do not have a rating. The metrics "number of active profiles" and "Number of Profiles" are missing active employees. Does this subject area pull in all users? or is there a condition that has to be met before they are even available in this subject? These same missing employees show up fine in HCM - Workforce Core.
Additionally, what dictates that a profile is active?
Person count is my own metric, which is just a count of distinct person numbers, confirming that I have missing employees from the entire subject area.

@Leanna Kirkland - In the HCM - Talent Profile Subject area, most metrics only fetch employees with an active status. For example, the metric 'Facts - Person Profile - Number of Active Profiles' is defined as follows:
Count(distinct profile code) where status = active.
In contrast, in the HCM - Workforce Core Subject area, the metrics are based on the period.

@Sumanth V -Oracle The subject area must pull in more than active profiles because I have a discrepancy of 1 between active profiles vs number of profiles. Additionally, 6 of 7 of my C-suite are missing from both the active profile and number of profile counts. So I'm trying to identify why they are missing from the subject area entirely. They have all been with the organization 2+ years. I would typically identify somone as being active by Assignment status = "Active - Payroll Eligible" of which all of missing 24 employees have.
