Need only ODBC 64-bit driver for OAS 7.0 or newer version

We need to install only ODBC 64-bit drivers for OAS 7.0 or newer version to user's machines, so that users can connect OAS using that ODBC 64-bit driver from Python or Mutiple API's. We know that ODBC drivers are by default installed with the Client tool installer which is huge file of almost 2.5 GB. Which is causing issues multiple issues to the users while installing.
Now we are seeking if we can only install the ODBC drivers 64-bit for OAS 7.0 or newer version. Please let us know, if there is any way or workaround for the same.
