FDI not syncing with the correct ERP domain

Hello,
I have followed the steps to creating a new FDI Instance in a single Tenancy with multiple domains that contain my ERP environments.
My domain examples:
mycompanyIDENTITYFEDERATION (idcs foundation)
mycompanydev1 (Oracle Apps) - ERP Dev
mycompanyprod (Oracle Apps) - ERP Prod
I created my dev/test FDI instance in my mycompanydev1 domain successfully. However, the FDI users/groups were synchronized with my mycompanyIDENTITYFEDERATION domain rather than my dev1 domain. Because of this no SSO works and if I want users to login to FAW they need to be created locally in OCI.
Does anyone know why my FDI instance got synced with the original idcs domain and what is the best path to forward to updating it to the correct domain?

Hello Connor. It is unclear what tenancy you used. Is it the tenancy containing Fusion Applications?
If so, each environment's Identity Domain should already be synchronizied. You must sign into the appropriate domain before creating an FDI instance in it.If not, you may need to explicitly configure user-group synchronization and SSO by following the steps found in the Administration Guide.

Hi Connor, if something has gone wrong during the instance creation you may want to report the behavior to Oracle Support with detailed evidence. A behavior should be reproducible in order to investigate the cause.
Now, in order to fix it, I suggest you recreate your instance in the correct domain.0
