Allow for Custom Transaction Sub Types in Budgetary Control

We would like to have the ability to have custom Sub Types in the Budgetary Control Module. Documentation provided showed that via an API you could populate the Sub Types with Custom Values (Temp vs Perm) and while you are able to do it, the reporting in FDI and OTBI doesn't allow for custom sub types to come through via pre-populated/oracle managed lookup table.
