On the error you shared - Please check below link with the step by step instructions to set up SMTP :

As I do see : "Envelope From address oac@molinahealthcare.com not authorized" in the error you have shared I suspect the authorization is not set properly.

Just in case if you are using outlook , make sure you use app based password by enabling two factor authentication.Refer https://support.microsoft.com/en-us/account-billing/how-to-get-and-use-app-passwords-5896ed9b-4263-e681-128a-a6f2979a7944
