Any upgrade activity is running on your instance? if yes try after some time.
As per error message, table is not exists or its an permission issue of the user who is running report

Thanks, @Mallikarjuna Kuppauru-Oracle. There are no upgrades in progress. This is the situation for multiple users in both Dev and Prod.
