What is the mechanism for Security Context in Fusion to flow in Security Context in FDI?

Security Context in Fusion is not being recognized by FDI and therefore the Security Context and Security Values in FDI for all users are being left Blank. How can we ensure the context synchronizes between Fusion and FDI? In our scenario, the Security Context were first created in Fusion. Alternately, is there a way in FDI where the Application Role can be updated with new Security Assignment (Context and Value)?
