Fix Waterfall labels to work regardless # of columns used

Issue was raised via SR 3-38440828471 — In FDI Classic Waterfall visual not displaying all labels based on the data we need to display in the visual. The visual works fine in our Dev/Test environment but not in Production. The work-around of using less data is not an option, this seems to be a bug on the application please fix.

We have also tried by changing the canvas width but label was still missing.

Note : All most all custom metrics have a case statement and label showed up few times by trimming the report i..e. removing a metric in QA .
