Numbers in map

I have this setup:

In I can see numbers if I go on top with mouse:

So why my map has only city names and not numbers? As far as I know this is driven by "Data Label Position" which is "Center" like highlighted above

In the Data Layers panel, try selecting the options under Columns (right below Data Labels Position).
Here's a screenshot of what I did in one of my workbooks.
You can also change the setting for Multi Line to have the measure show on a separate line.
