Ability to See Labels for "Small" Values on Visualizations

Visualizations (stacked bars for this example) only display label values when the bar is thick enough to fit the text. For example, a simple single bar chart with a 60% bar and a 40% bar can display both those labels on the bars. However, if the split were 50% / 45% / 5%, the 5% bar is not thick enough to contain the 5% label. As such the bar appears on the visualization, but the label does not. Changing the data label position does not help here- Auto/Center/Top will not show the label.
The desired enhancement is to allow us to see the labels of these smaller bars when they are too small to contain the text. This could be accomplished through a few means.
- A new label position "side", that is not confined by the bar width
- The ability to arbitrarily assign a position for the data label of a specific bar. E.G. Drag the value to a desired location and the label will point to the desired bar
- Dynamically rescale the bars or the text to allow for smaller labels to be seen more easily (not a comprehensive fix, but would reduce instances of labels being removed)
- Introduce a mini-legend for specific bars that are too small to see. E.G. If in the example above the 5% bar were orange, under that bar an orange legend icon could denote "5%"
This enhancement would allow for exported reports to be more usable for consumers outside of FDI proper. Currently when data labels are missing the consumer know that the value is "small" but depending on the chart this could still be 5% or more which could be material them. Without this enhancement, a separate pivot table export is required in order for the consumer to know the exact dollars or percentages involved when there is a "small" bar.
