User license consumption of uncreated users

I was reviewing the licensing because we have 11 users in the contract. However, when I check the “Usage Tracking” report we see that two users are being counted in the licensing, but we have never created these two users. Why are these users? Are these users actually consuming licensing?

These are system IDs used to check the health and performance of the system so any issues can be proactively addressed.
