Is it possible to administer security and user access in FDI completely standalone and not inherited through Oracle Fusion even though all transactional data for reporting within FDI needs to come from Oracle Fusion?

The users accessing Oracle Fusion Data Intelligence must exist in Oracle Identity Cloud Service but they do not necessarily have to be 'inherited' from Oracle Fusion.

We created a user linked as employee in fusion. We have not assigned any data access in fusion, This user can not be viewed in FDI. Is there missing critieria for the said user we created?
