If a user has the application role: “FAW Service Administrator” and does not have any role for expense management, why is he enabled for the expense topic areas and can see information there?

I know that. But that's not my specific question. Because I have an update regarding that role. Could I say that this role gives access to all subject areas and to all data, regardless of fusion roles that the user has?
Yes. Admin role will bypass the security. ( no data level security will be applied).

And another question, if a user must have access to the information of the “Expenses” module but cannot have:
- The FAW Service Administrator
- Nor the role of expense in fusion.
What would be the best alternative?
I ask this because giving access to the role of expenses in fusion would charge an additional license, and this is not what we want, we want to have access to this information from FDI, but not to all the datasets with all its information, as what happens with the role FAW Service Administrator.
