I think it's best if you raise an SR with the Fusion Application BI Publisher group so we could get access to the RTF and the report details.

Are you able to Open your RTF template in Microsoft Word

Make sure you have the BI Publisher Desktop plugin enabled , Locate the group that creates the worksheet

If your template has a loop such as:

<?for-each-group:ROW; REGION?>

or

<?start:REGION?>

this is the group that’s generating new sheets (each region = one tab), Insert the sheet-name command

Immediately after the start of the group. Hope it helps!
