Allow entry of parameter value directly in menu parameter type of custom BIP report

When in custom BIP report data model parameter, user can select the menu type.

Once the menu type parameter is used, user can only select the parameter value from the LOV, or use the search box function to type the parameter value to search, and then select the parameter value.

To save time, users should be allowed to type the parameter value directly in the menu parameter, and if value is valid, auto-commit the value, so there is no need to use the search box to select again
