Bug with Signing Up account at Oracle Cloud
I am having trouble signing up at Oracle because they don't support Discover Card for verification because of Oracle's "territory" settings at signup. I have a Discover Card from United States. But because I am mobile, I changed the address for my card to Hong Kong so it is closer. I am trying Oracle free stuff to see if it fits my needs (like the free Oracle VPS). But I am stuck at the verification stage. Only Mastercard, VISA and American Express are available for the credit card "Verification step" if you choose Hong Kong as the "Territory". They need to include Discover Card as well. Discover Card is supported by many shops in Hong Kong (not just United States).
The only way Discover Card is listed as a verification step is if you choose United States as your territory at the signup stage. But that would conflict with people who use Discover Card outside the USA, and the verification step will fail because Oracle forces USA address, when Discover Card supports international addresses.
How to fix the bug? During the signup stage, allow Discover Card to be used as a verification stage even if you choose Hong Kong SAR as territory. In fact, allow discover card to be used as verification stage for any country outside the USA because they are supported internationally, not just in USA.
So how do I report this bug to Oracle? I can't believe this simple verification step can stop people from innovation
