How to convert xsl-fo to RTF template ?

I know from RTF template, we can create xsl-fo but is it possible to go vice-versa ? Create RTF from xsl-fo template?

No, only the other way around - you can convert RTF template to XSL.

@Kartik Mali-Oracle , you cannot reliably convert XSL-FO back into an RTF template (BI Publisher layout).

You can try to rebuild RTF manually

Use the XSL-FO as a visual/reference guide
Recreate layout in Word using Template Builder
Reinsert BI Publisher tags
