I know from RTF template, we can create xsl-fo but is it possible to go vice-versa ? Create RTF from xsl-fo template?

No, only the other way around - you can convert RTF template to XSL.

If you are not able to access the link, i would suggest search based on KB article number.
@Kartik Mali-Oracle , you cannot reliably convert XSL-FO back into an RTF template (BI Publisher layout).
You can try to rebuild RTF manually
