Can we transfer learnings of an Agent?

I have created an Agent in Test Instance and by using the Import/Export capability I transferred the AI Agent to DEV Intance from Test and uploaded ths ame documents, the quality of answers is detoriated and Agent is not able to answer through the document which was functioning in Test Instance.
