I guess it has been written 25 times as answer to this question but let's write it once again ....
Out of the box sections are vertical, not horizontal.
As an OBIEE analysis is HTML it's possible, with a mix of JS and CSS to transform a vertical list of elements and make it horizontal.
So if you want it horizontal it's up to you to code that and to maintain it as at each update / upgrade it can stop working.
If what you look for is somebody to give you the result of minutes or hours of his work I guess it's probably something you can get by paying a consultant (a good one and not a paper consultant as he will need to know what he is talking about).
