OBIEE not drilling down in parent-child dimension

I have created an OBIEE parent - child logical dimension, based on an Organization dimension.  I have an analysis which has a pie chart, where the slices of the pie are the organizations.  I selected "drill" as the interaction behavior of the Organization column.

The fact table is correctly joined to the Organization dimension.  When I click an organization's slice of the pie ( or the Organization name in the table ), I would like it to drill to the organizations of the next child level, but all it does is show the primary key column of the same organization in the accompanying table, even though there are child organizations.  Does it indicate that the logical dimension wasn't done correctly, or is some other step in the design of the analysis needed?

This is the properties of the logical dimension.  The child Organizations I am trying to drill to have a value of 2 for HIER_LEVEL with the parent value equal to 1.
