Usual debugging process...
Has it ever worked before? What did change? Is the error persistent?
What "OBIEE"? (there are about 50+ versions)
What is the data source behind? Does the query work against that source? Where does the query come from? If not written by hand, is the source setup correctly with all the required DB features?
Did you ask the administrator? (that's what the error message says I believe)
PS: as an Oracle employee, you should review the rules about usage of public forum and setup your profile accordingly (like having the -Oracle appended to your display name etc.)

Is the error persistent? The error is persistent and affecting all users.
