Users to be able to access SmartView without requiring BI Author Role

Description
Users require access to SmartView that should not have the ability to amend reports and dashboards. In order to access SmartView, the current functionality is to have BI Author Role assigned, however this would also provide the user with privileges to unnecessarily modify catalog items.
Use Case and Business Need
Our client is currently experiencing issues whereby a number of reports / dashboards have been unnecessarily modified, however when access has been restricted it has also affected access to SmartView. This is required, especially for Month end reporting.
More details
Users who access SmartView also have the ability to amend pre-defined reports and dashboards. This will cause issues particularly when other modules go live.
