If we have a custom folder with many reports, I know that as a user, I can create a shortcut and have that in My Reports. Is there a way for an Admin to push the same shortcut to designated users?

It's likely your users will have to obtain their own copy of the item if it's to be placed in a user's personal folder. In past experience, options to force content into personal folders was not available as the user's personal folders are locked out by strict access controls. If you have access to the OBI administrator panel, an option to copy content would be available there - if you cannot select user's personal folders, then it is likely the version of OBI you are using does not permit this.
